Operational Activities
Cabotage
UK operators may carry loads to, from or through the country. Loads carried between third countries can only be undertaken via a
bi-lateral agreement between all countries concerbed. Cabotage is currently not permitted.
Dangerous Goods
Romania is party to ADR. It is essential that fully completed ADR documentation is prepared for the movement of dangerous goods.
Abnormal Loads
Special authorisation is required for all vehicles/loads which exceed any of the maximum dimensions outlined below. A Romanian Abnormal

Taxation
Fuel carried in the 'running tank(s)' can be imported duty free.
Customs
TIR Carnets are accepted for vehicles crossing Romania. ATA Carnets are accepted for certain temporary imports. CMR notes are advised.
Movement Restrictions
There are various movement restrictions (including local) for commercial vehicles of 3.5 tonnes, 5 tonnes and 7.5 tonnes and over. These
restrictions are applicable to seperate parts of the road network. Due to the number of restrictions and what vehicles they apply to, the

Road Tolls
In Romania, the use of all roads, except those in towns and cities, is permitted only after the purchase of a vignette. vignettes can
be purchased for periods of 1, 7 or 30 days, as well as 12 months, and are available Online.

Bridge and Tunnel Tolls
The following bridges are tolled, with toll rates based upon weight and number of axles:
- Giurgeni-Vadu Oii Bridge - E60 Road
- Fetesti-Cernavoda Bridge - N3A/N22C Roads

Green Card required, plus original vehicle registration docs. A GB plate must be fitted to rear of vehicle/trailer.

Safety Equipment
It is compulsory to carry the following items of equipment and/or observe specific rules:-
- First Aid Kit (advised)
- Two Fire Extinguishers must be carried on all goods vehicles
- Warning Triangle
- Spare Bulbs (advised)
- Dipped Headlights are compulsory at all times in tunnels, in heavy rain, fog and snow
- Seat Belts must be worn
Snow chains must should be carried and used where signage is evident and roads are snow covered. In certain conditions, vehicles exceeding 2 tonnes GVW may be prohibited from continuing their journey.

Legal Documents
Full passport required but no visa required. International driving licence and/or normal UK Licence.
Letter from employer giving driver permission to drive vehicle - Attestation letter and form. AETR Hours rules apply.
