International Road Transport Operations in Serbia

Operational Activities

Cabotage
UK operators may carry loads to, from or through the country. Loads carried between third countries can only be undertaken if a bi-lateral agreement exists. Cabotage is not permitted.

Dangerous Goods
Serbia is party to ADR. It is essential that fully completed ADR documentation is prepared for the movement of dangerous goods.

Abnormal Loads
Vehicles/loads which exceed the permitted dimensions/weights outlined below will require special authorisation. All applications must be submitted 5 days prior to movement and can be obtained by contacting an intermediary. Taxation
A full tank of fuel can be imported duty free. Transit taxes are chargeable.

Customs
TIR Carnets are accepted for vehicles crossing Serbia. ATA Carnets are accepted for certain temporary imports. CMR notes are advised. It is also a requirement that a certificate of origin of goods, a description of goods, packing list are produced if requested and all invoices are in triplicate.

Movement Restrictions
There are no driving restrictions at weekends or on public holidays except those vehicles which exceed weights and dimensions. The restrictions concern movements relating to these vehicles as follows and are applicable nationally throughout the year:

Road Tolls
There are tolls requiring payment for the motorway network within Serbia with 4 vehicle categories applicable to all road users. The link below outlines the various road sections and current costs applicable.

Bridge and Tunnel Tolls
Outside of the standard toll system, we are unaware of tolled Bridges or Tunnels that are excluded.

Documentation
Green Card required, plus original vehicle registration docs. If insurance cannot be obtained within the UK, it can be obtained at the border entry point. A GB plate must be fitted to rear of vehicle/trailer.

There are also various maximum permitted weights on vehicles, trailers and road trains which are applicable according to the number of axles.

Safety Equipment
It is compulsory to carry the following items of equipment and/or observe specific rules:-

Snow chains are advised to be carried and used where appropriate conditions/signage dictates.

Driver Requirements

Legal Documents
Full passport required but no visa required. International driving licence and/or normal UK Licence. Letter from employer giving driver permission to drive vehicle - Attestation letter and form. EU Hours rules apply. If 'pulling' a trailer, documentation carried should be applicable to the trailer being used.
