International Road Transport Operations in the Ukraine
Operational Activities
Cabotage
UK operators may carry loads to, from or through the country. UK operators may carry loads between the Ukraine and a third country.
Cabotage is not permitted.
Dangerous Goods
Ukraine is NOT party to ADR. It is essential that fully completed ADR documentation is prepared for the movement of
dangerous goods. ADR movements are banned at night and during, fog, ice and snow conditions. Yellow flashing lights must be fitted to
the vehicle/trailer.
Abnormal Loads
For indivisible loads exceeding the maximum permitted weights and dimensions, a special authorisation must be requested from
Ukrinteravtoservice, PO Box 252, 252187 Kiev. Tel: +380 (44) 266 00 29 / 266 06 36 Fax: +380 (44) 266 00 62 (during working hours), or
+380 (44) 266 07 72 (24 hours a day).
The official request, in English or Russian, for the issue of an authorisation should be sent 10 days prior to arrival in Ukraine. The
request should contain the following information:-
- type of the tractor, trailer/semi-trailer
- cargo identification, weight and dimensions
- weight of the vehicle, including the cargo
- length, width and height of the vehicle including the cargo
- number of axles
- weight per axle
- estimated date of arrival in Ukraine
- destination address
Taxation
A full tank of fuel in the 'running tank(s)' can be imported duty free. Fopreign operators vehicles must re-fuel at specially
marked pumps within the country.
Customs
TIR Carnets are accepted for vehicles crossing the Ukraine. ATA Carnets are accepted for certain temporary imports. CMR notes are advised.
Permits are required for all UK vehicles unless on own account.
Movement Restrictions
There are driving no restrictions throughout the Road network for goods vehicles at weekends or public holidays.
Since 1 May 2008, a driving ban has been introduced for trucks with a GVW of over 4.5 tonnes on the ring road around Kiev. This ban applies every day from 07:00 to 20:00. International goods transport vehicles are allowed to enter the city of Kiev from 10:00 to 17:00 providing that a CMR document or a TIR carnet is carried on board of the vehicle and that TIR signs are displayed correctly on the vehicle.
Road Tolls
Since June 2001, a road user charge levied at border crossing points on domestic and foreign vehicles entering Ukraine. The charge covers
sanitary, veterinary, phytosanitary, radiological and ecological checks of the goods and vehicle, a road use charge and, as the case may
be, a fee for exceeding the maximum permitted weights and/or dimensions. The rates are fixed in Euros but are collected in the national
currency at the official daily exchange rate of the National Bank of Ukraine.
The road user charge is applicable to all trucks, with/without a semi-trailer. The charge consists of a charge for each check plus a
cost per kilometre to be travelled, and is applied as follows:-
- type of vehicle
- weight of the loaded vehicle
- excess load per axle (%age)
- excess width, height and length
Empty road vehicles and containers are charged 20% of the rate due for carrying out checks, however, the road use charge must be paid in full. Foreign transport operators are subject to the charge according to the terms of existing bilateral agreements.
Bridge and Tunnel Tolls
We are unaware of any seperate charges applicable to Bridges or Tunnels within the Ukraine.

Green Card required, plus original vehicle registration docs. A GB plate must be fitted to the Front & Rear of the
vehicle/trailer.

Safety Equipment
There are no compulsory items of equipment and/or observe specific rules to observe, however, we advise adhering to the following:-
- First Aid Kit
- Warning Triangle
- Spare Bulbs
- Dipped Headlights at all times
- Seat Belts to be worn
- Fire Extinguisher
Snow chains are not compulsory but we advise they be carried and used when/where appropriate.
Driver Requirements
Legal Documents
Full passport and a visa are required, the visa must be obtained prior to leaving the UK. International driving licence and a normal UK
Licence. Full medical insurance should be arranged prior to leaving the UK. Letter from employer giving driver permission to drive
vehicle - Attestation letter and form. AETR Hours rules apply.
